If the school disabled it, I am going to assume that the device belongs to them then? If that is the case, you need to talk with them about having it back again.
NOTE: Using incognito mode doesn't actually make your info completely hidden.

i cant get on it and it is annoying

He means so he can use incognito mode while using their laptops to do certain things he's not supposed to.

If it's the school's computer and/or the school's network, then you DON'T.
